Google Homepage Prevents Access To Login/splash Page

This is an old and easily worked around problem but, since it persists and IMO, shouldn't, I'd like to know how to fix it.
I and some of my customers have our browsers to open to google.com. (home page setting)
After we select the hotspot wifi connection, we open a browser (expecting now to see the splash/login page) the browser shows that it's “trying to connect” which will time out before it works. If we click on a favorite/bookmark besides google, -POOF-, the splash page is there. NEVER FOR GOOGLE THOUGH.
Is this me and mine or an issue between others? I used to use the 8.8.8.8 settings but not anymore. In other words, It didnt work with or without the 8.8.8.8 settings
I searched the forum for 2 minutes and not finding the answer decided to start a new thread.
Sorry if this is answered else-where.
Any input/ideas is appreciated.

I think the problem is that the customer is trying to access google with https.
https traffic cannot be redirected, only sites begin with http:// will work.
