Private non Internet-accessible addresses can be taken from the cidr blocks of 10.0.0.0/8, 172.16.0.0/12 and 192.168.0.0/16. Link local auto configured addresses (not dhcp assigned) are in the network 169.254.0.0/16.
With this information we can surmise that the ip address is behind the router (not the Internet side) and therefore assigned by the hotspot service or the router’s own dhcp server. The statement of the 10.33.4.1/24address does not indicate internet connectivity problems at all. To verify that assumption we would need to know what the router is using as it’s external address (if any). We also need to verify that hotspot clients are indeed being assigned addresses from the aforementioned network range to diagnose if there is a problem with the hotspot service. (mikrotik routers use their own hotspot implementation instead of chillispot)
