The bandwidth limit is set by you. Usually the download badnwidth is faster then the upload bandwidth. You can change the free package under package management. See the video tutorial titled “Setup Hotspot Access Packages” http://hotspotsystem.com/en/hotspot/video_tutorials.html

If you are not achieving the bandwidth as set in the free package then there is adifferent problem. For example the bandwidth is being used up by many simultaneous users.
